Who is dumping soil in Nakiyanja Wetland at night?

Residents told New Vision that for three weeks, unknown people have been dumping soil in the wetland towards a recently built factory. Just a few weeks after dumping the soil into the swamp, the surrounding neighbourhoods are already suffering from floods.
