Technical glitches hamper census enumeration

In a setback to Uganda's ongoing census exercise, a staggering 20,000 enumerators faced difficulties operating tablets provided for data collection, leading to delays and concerns about the accuracy of the census data.

According to Albert Byamukama, Chairman of the Board of Directors at the Uganda Bureau of Statistics, these enumerators were recruited outside the system, resulting in their identities not being recognized by the tablets when they attempted to log in.

Addressing journalists at the Police headquarters in Naguru, Kampala, Byamukama reassured the public that despite the challenges, 90,000 enumerators successfully logged on and commenced the counting process. 

He emphasized that with seven days remaining in the exercise, every effort would be made to ensure a comprehensive count.

Byamukama highlighted the crucial role of LC1 chairpersons in facilitating the enumeration process, urging them to collaborate with residents to ensure accurate data capture.

Additionally, he advised the working class to leave someone at home equipped to provide necessary information to enumerators.

Regarding payment, Byamukama disclosed that enumerators in 106 districts have received their allowances via mobile money, with the remaining individuals expected to receive payment soon.

He urged district chief finance officers to cross-check and resubmit details for prompt payment. Enumerators are being paid via e-cash/ mobile money. 

Despite the challenges, Byamukama revealed that approximately 30% of the estimated 8.7 million households nationwide have been covered thus far. Efforts are underway to address technical issues and expedite the enumeration process to meet the looming deadline.
