President Yoweri Museveni is expected to preside over the memorial lecture of deceased senior prosecutor Joan Kagezi on April 25, 2024, at Speke Resort Munyonyo.

The seventh memorial lecture is being organised under the theme: Prosecution of Transnational Organised Crimes to Foster Security and Socio-economic Development: The Linkage Between Terrorism, Human Trafficking and Smuggling of migrants”.

The keynote speaker is expected to be Sharon Lesa Nyambe, the head of Office for the United Nations Office on Drugs and Crime (UNODC) in Uganda.

Kagezi, the former acting Assistant Director of Public Prosecutions (DPP), was gunned down in her vehicle on the evening of March 30, 2015, in Kiwatule, a Kampala suburb.

The assailants trailed Kagezi, the mother of four, and shot her when she stopped to buy fruits in Kiwatule, a suburb in Kampala.

One of the assailants, who was a passenger on the motorcycle, wearing a black jacket, jumped off the motorcycle, pulled out a gun and shot the deceased twice on her neck through the car windscreen. Kagezi was just minutes away from her residence.

After the incident, the assailants fled the scene using the same motorcycles towards Najjera direction and disappeared. The eyewitnesses removed Kagezi from her vehicle and rushed her to Mulago where she was pronounced dead on arrival.

An eyewitness said: “The gunshots sounded like a car tyre that had burst. I could see Kagezi struggling for her life as she held her neck, which was bleeding profusely.”

Following the murder, the investigators obtained and preserved mobile network clusters for all active MTN and Airtel mobile telephone numbers which were within the vicinity of the scene of crime shortly before and at the time Kagezi was murdered.

This resulted to the arrest of army deserter Daniel Kisekka, John Kibuuka alias Musa, 32, John Masajjage alias Brian Mubiru alias Badru alias Chongo, 50, and Nasur Abdallah Mugonole, 39, over Kagezi’s death.

They have since been committed to the International Crimes Division of the High Court in Kampala to stand trial on charges of terrorism and murder. If convicted, they could face the gallows.

After the accused were arrested, their known telephone numbers were analyzed together with the previously obtained and preserved clusters.

A police report indicates that mobile telephone number 0753873888 belonging to Masajjage and mobile telephone number 0705630083 belonging to Kibuuka were located within Kiwatule between 7:00 pm and 7:30 pm on March 30, 2015.

The DPP says the mobile network clusters and the technical report will be used as evidence at the trial.
