Global Fund boss Sands jets in, to meet Museveni

The Executive Director of the Global Fund, Peter Alexander Sands, has arrived in Uganda for an official visit.

Upon arrival at Entebbe International Airport on Thursday morning, May 2, 2024, Sands was received by a team of senior officials from the Ministry of Health including Dr Robert Mutumba; Assistant Commissioner/Program Manager; STD/AIDS Control Program, Dr. Saman Zaman; Head, Global Fund Country Team for Uganda, Dr Patrick Tusiime; Commissioner, National Disease Control, Ministry of Health, Dr Jimmy Opigo; Assistant Commissioner/Program Manager; Malaria Control Program and Dr Damian Rutazaana; National Facilitator for Global Fund, Uganda.

Peter Sands will hold a meeting with President Yoweri Museveni at State House Entebbe with the Ministry of Health's top echelon.

The Global Fund is a worldwide partnership to defeat HIV, TB and malaria and ensure a healthier, safer, more equitable future for all.

The Executive Director of the Global Fund is responsible for the overall leadership and management of the Global Fund’s operational and administrative functions.

Working under the guidance of the Global Fund Board, the executive director defines the partnership’s strategic vision, and is accountable for its implementation and the results achieved.

Peter Sands became the executive director in March 2018.

A former Chief Executive Officer of Standard Chartered PLC, one of the world’s leading international banks, Sands was a research fellow at Harvard University between 2015 and 2017, dividing his time between the Mossavar-Rahmani Center for Business and Government at Harvard Kennedy School and the Harvard Global Health Institute.

During his period at Harvard, he worked on a range of research projects in financial markets and regulation, fintech and global health.

In 2005, the Global Fund suspended funding to Uganda after an investigation uncovered evidence of “serious mismanagement” of funds.

The Fund had disbursed about $45m to Uganda over several years. In 2023, Global Fund announced $587 million fund to Uganda to battle malaria, HIV and tuberculosis. $288 million was earmarked to HIV/AIDS fight, TB $31 million and malaria $ 267 million.

Uganda qualified for the fund because of proper utilization and direction of previous funding towards its intended use and ensuring best practices during the administering of the fund.
