Police investigate missing declaration forms in Tororo NRM primaries

Tensions flared at the Tororo district NRM election tally centre on July 18, 2025, after Declaration of Results (DR) forms for Kisoko subcounty—representing approximately 12,000 voters—were reported missing during the tallying of results for the district Woman Member of Parliament primaries.

According to police, the incident occurred at around 4:00pm at the tally centre located at the Youth Centre in Tororo Municipality.

The district registrar overseeing the tallying process raised the alarm after discovering that the DR forms for Kisoko subcounty could not be accounted for.

The disappearance of the forms prompted immediate complaints from candidates present, who reported the matter to the resident district commissioner (RDC) and the NRM regional election coordinator.

“The vote tallying exercise was temporarily halted to allow investigations into the disappearance,” said a police source familiar with the case, referencing General Enquiry File Tororo G.E.F 044/2025.

During a subsequent search inside the tallying hall, 20 envelopes clearly marked “Kisoko Sub-County W.M.P” were found on the floor near the registrar’s desk.

The district registrar has been summoned to record a statement at Tororo Central Police Station.

Preliminary inquiries indicate that the Kisoko subcounty registrar confirmed having delivered the forms to Joseph at the tally centre prior to the incident.

NRM regional election coordinator Rogers Mulindwa officially suspended the tallying process and announced that it would resume on Saturday, July 19 2025, at 9:00am.

Upon resumption, incumbent Sarah Acheing Opendi was declared the winner with 65,720 votes out of a total of 125,699 votes cast.
