The circular issued by permanent secretary Ramathan Ggoobi also contained recent recommendations of Parliament on the National Budget Framework Paper for the year, government expenditure ceilings and the medium term as well as the policy and administrative guidelines.

The finance Ministry on Monday issued the second budget call circular to all accounting officers and chief executive officers of state-owned enterprises and public corporations on
