Museveni promotes Brig. Gen. Otto

President Yoweri Museveni, who is also the Commander in Chief of the armed forces, on Wednesday, June 28, 2023, promoted Brig. Gen. Richard Otto to major general.

A major general is the third most senior rank in the structures of the Uganda Peoples Defence Forces after Lieutenant General and General.

Deputy Defence spokesperson Col. Deo Akiiki said in a statement released on Wednesday that Otto was appointed the chairperson of the South Sudan supervisory mechanism, which monitors the implementation of the peace process in the Republic of South Sudan on behalf of Uganda as a Guarantor of the peace agreement.

“Maj. Gen. Otto was recently appointed the Chairperson of the security supervisory mechanism in South Sudan, whose role is to monitor chapter 2 of the peace agreement which deals with peace and security. Prior to this appointment, he had served in Somalia as a Uganda Contingent Commander and back homes as 3rd Infantry Division Commander,” Akiiki said.

He said there are three guarantors of that process under the Inter-Governmental Authority on Development (IGAD). Uganda, Sudan and South Sudan. President Museveni is the chairperson of the guarantors.

Col. Akiiki said the Uganda Peoples Defence Forces (UPDF) fraternity congratulates the general officer for a well-deserved promotion and wish him good luck in the next assignment.
